Norm is a robot with the unwanted ability to receive radio transmissions using the tiny satellite array that is his teeth. In his sole appearance, he resided at the HAL Institute, a mental hospital for criminally insane robots.
When Fry and Bender are involuntarily committed to the HAL Institute, they are introduced to Norm, who seems to be very disturbed by the CIA cafeteria transmissions he's receiving. Later, Bender tunes Norm's reception to a horse race that he bet on.
