Walt is the oldest of Mom's sons, and is generally the most loyal of the three, if not also the most reliable. He has grown to use some of his mother's method of slapping his younger brothers, when he feels they are being inappropriate, and Mom often commands him to slap them.
When the three sons act alone, Walt is often the brain of the operation. This could be a possible reference to "Brain" from the cartoon "Pinky and the Brain" who is also voiced by Maurice LaMarche. His methods are sleazy and often just the simplest plan necessary. He seems very impatient with his brothers, and do not expect much of them either.
